Recommended:-

1. That subject to the minor alteration being made to the Proposals Map, as referred to at the meeting, the JAAP be published for public consultation under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012.

2. That the JAAP be submitted to the Secretary of State, prior to Examination in Public, under Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012.

3. That the Corporate Director Enterprise, Tourism and the Environment, in consultation with the Portfolio Holder for Planning, be authorised to make any minor amendments to the JAAP which may result from, inter alia, the analysis of the representations made following public consultation and any additional evidence considered.

Reasons for Decision

To progress the matter by way of public consultation in accordance with the statutory requirements.

Other Options

Not to produce the JAAP in partnership with Rochford District Council. However, there is a commitment in the Southend Core Strategy to produce this document as part of the Development Plan for Southend. The JAAP provides specific policies for the development of the airport and the business parks as well as environmental enhancements and new infrastructure.

Note:- This is a Council Function.
The matter will be considered at a meeting of the Economic and Environmental Scrutiny Committee to be held on 13th December 2012.

549Further to the meeting of the Economic and Environmental Scrutiny Committee held on 29th November 2012 (Minute 524 refers), the Cabinet considered a report of the Corporate Director Enterprise, Tourism and the Environment which sought approval to publish the submission version of the London Southend Airport and Environs Joint Area Action Plan (JAAP) for "pre-submission public consultation" under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012. In addition, authority was sought for the submission of the JAAP to the Secretary for Communities and Local Government following the conclusion of the consultation period.

On consideration of the report, the Corporate Director Enterprise, Tourism and the Environment drew attention to the request of Rochford District Council for a minor adjustment to be made to the operational boundary of the airport by the exclusion of the buffer strip of land highlighted in red on the Proposals Map circulated at the meeting.
